Productive Innovation in Contractual Investment Scheme (CIS)
Since July 20, 2023, the reception of “Project Registration” under the Contractual Investment Scheme (CIS) is available.
Beneficiaries can use the Project Registration option for the purpose of determining the start of the project, provided that they have an application or project registration date prior to the start of work, in the application for the Contractual Investment Scheme (CIS), both for Productive Innovation projects and for Structural Investments in strategic sectors, within the scope of the calls to be launched.
Through Council of Ministers Resolution no. 34/2023, it was determined to allocate to the RCI, until the end of the period of validity of the current Multiannual Financial Framework 2021-2027, a maximum annual amount of EUR 150 M, with a view to financing Large Enterprise (LE) projects, complementing the eligibility of European funds and ensuring greater effectiveness of public policy to promote business investment.
It is now possible for LE and SMEs that intend to make investments equal to or greater than EUR 25 M, to start their respective investment projects Productive Innovation.
Operations of less than the mentioned value that may be recognized, exceptionally, by joint order of the competent members of the Government, as being of strategic interest to the national economy or to a particular region may be admitted. To this end, the operation must first be submitted to AICEP for preliminary assessment of its possible strategic interest. This is the case, in particular, of the measure "Aid for the acceleration of investments in strategic sectors for the transition to a zero net emissions economy", which aims at the production of equipment relevant to the transition to a zero net emissions economy, the production of essential components designed and used mainly as direct inputs for the production of the referred equipment or the production or recovery of related critical raw materials necessary for the production of the equipment and its essential components.
The project submitted in the application must correspond to the one previously submitted in the application for project registration, notwithstanding justified changes accepted during the examination of the application.
